Q 1.
Q. What is the deadline for becoming a member in order to vote?

A. A listener member must have made the financial or volunteer labor contribution required between November 21, 2002 to and November 21, 2003. The contribution must be completed by November 21, 2003 rather than merely pledged.

Q. What is the deadline for nominations of candidates?

A. A prospective candidate must have filed his or her petition signatures, candidate statement, fair campaign provision statement, and demographic declaration form by December 5, 2003. The Local Election Supervisor must have received it by that date, and post marks are not controlling.

Q. When are candidates subject to the equal time protections of the fair campaign provisions?

A. Members are covered by the equal time provisions once they have filed their petitions and the Local Election Supervisor has certified their candidacy.

Q. When will ballots be mailed?

A. Ballot will be mailed on January 5, 2004.

Q. When can members expect ballots to arrive in their homes?

A. According to our mailing house, ballots should be in homes within four to seven days of the mailing date.

Q. When do completed ballots need to be returned?

A. Ballots must be received by the Local Election Supervisor by February 5, 2004 to be counted. Post marks are not controlling. Voters would be wise to allow several business days for the return mail.

Q. What is the deadline for the National Election Supervisor to certify the Local Station Board elections?

A. February 12, 2004.

Q. When will the First meeting of Local Station Boards be held to elect national Foundation Directors?

A. The court set three possible dates – February 17, 18 or 19, 2004.

Q. When will the first meeting of the newly elected national Pacifica Foundation Directors be held?

A. The weekend of March 12-14, 2004.

Q. Is there a required percentage of voter participation for an election to be valid?

A. Yes. The Bylaws require that at least 10% of eligible member listeners cast votes for the election to be valid. A minimum of 25% of staff must return their ballots for the staff election to be valid.

Q. What if not enough ballots are received by the deadline?

A. The Bylaws and the court set election schedule allow for an extension of the election close date in such an eventuality. If a Local Station Board election fails to achieve a quorum of votes by the Election Close Date of February 5, 2004, the Close Date for that station area only shall be extended for two weeks to February 19, 2004. The ballots shall be counted and the election results for that station area shall be certified by February 26, and the newly elected Delegates for that station area shall meet to elect Foundation directors between March 2 and 4, 2004. If at least one Local Station Board election must be so extended, the newly elected Pacifica Directors shall be seated at the first meeting of the new National Board on the weekend of March 26-28.
